Abstarct: Deming cycle is once of common terms in continuous improvement that many researchers have studied it, baxsed on the cycle organizations should go through different stages to get continuous improvement. Managers as main stimulators of the cycle according to their capabilities can move the cycle at different speeds, from static mode to continuous circulation , one of innovations of this study is new classification of managers baxsed their capabilities in different stages of Deming cycle to Plan-oriented , Do-oriented , Check-oriented ,Action-oriented .on other hand organizations tend to have a cycle with continuous circulation in ideal and competitive condition, then the most optimal decision for applying managers is identifying weaknesses of organization cycle and their conformity with capabilities of managers baxsed new classification. in this study, for numerical measurement the criterions of each stage of Deming cycle as the input and output of the system is determined and managers' s functional behavior by Data envelopment analysis (DEA) method have been evaluated and analyzed in twenty educational institution in Khorasan Shomali province as a case study. In addition to characterize efficiency of of each manager, The results of this study can design a virtual manager as basis for Management at Deming vital cycle.
