GV192 : Designing a Police Model of Managing Football Spectators’ Behaviors in Iran

Abstarct: The emotional nature of football has led to Mass attendance of football spectators in the stadiums. The lack of smart and up-to-date control procedures and improper management of this passionate population leads to violent behaviors and consequently cause irreparable financial and life losses. In such circumstances, given the key role of law enforcement in managing spectator behavior, this study has designed a policing model for managing football spectators’ behavior in Iran. The present study is a developmental-applied research baxsed on a mixed (qualitative-quantitative) approach conducted by thematic analysis. Participants included 30 professors, experts, and experts related to the research topic who were purposefully selected by the type of criterion and using the techniques of semi-structured individual interviews (n=23) and focus group (n=7), the data were obtained from them and categorized in the software of Maxqda. Also in the quantitative part of the research, in order to confirm the findings of the qualitative part and validate the obtained model, 237 officials of the special unit of 9 provinces who had Premier League football teams and were selected from the statistical community baxsed on Barclay's theory were referred and questionnaires designed for this purpose. And was prepared to be completed by them using the software »Smart PLS» was analyzed. Findings of the qualitative part of the research include; 1345 Code, 197 basic themes and 22 organizational themes were in the form of 2 comprehensive themes of antecedents and processes. Among these, 40 basic themes were related to antecedents, which were classified in 6 organizing themes; managerial factors, situational factors, legal factors, infrastructural factors, Behavioral-Functional Factors and Cultural-Social Factors and 157 basic themes related to processes was merged in 16 organizing themes of the first stage and then 4 organizing themes of the second stage Including; Information management, communication management, resource management and operations management. In the quantitative part of the research, the fit of measurement models, structural models and the main research model were examined and the results showed that the presented models have a suitable fit to achieve the research objectives. It is necessary for the law enforcement to be tailored to the specific conditions of each match and to take into account the precedents using smart control devices instead of person-centered, intelligence aristocracy and managing organizational resources. To manage its support-operational measures with emphasis on the principle of prevention and anticipation so that the society can benefit from the achievements and Mass attendance of football spectators in this sport such as; strengthening national solidarity, creating a spirit of vitality and happiness.
