Abstarct: Risk is one of the unknown factors in projects, which sometimes causes damage (minor, major) to equipment or damage (minor, amputation, death) to people, and sometimes leads to the temporary closure of the workshop. Identifying the risks and evaluating them in the project and prioritizing and providing solutions to reduce the risks will reduce the overall costs in the project and prevent mental and emotional problems and financial and life damages. A lot of research has been done in the field of risk assessment. In the discussion of risk assessment, many researchers have used qualitative and quantitative methods in various subjects to identify risks and estimate the probability of risks and have also provided methods to prevent the occurrence of these risks. With the review of past research and the help of experts, the risks related to road construction in hard rock were identified. Four main categories were defined for the risks of road construction in hard rock and for each category, basic, intermediate and top events were defined. The four main categories that were investigated are (the risk category of drilling, the risk category of blasting, the risk category of excavators, the risk category of loaders and bulldozers). The risk category of drilling itself includes two subgroups: compressor risk and drill wagon risk, the category of blasting includes three risk subgroups before, during and after the explosion, the excavator category has one category, and the loader and bulldozer risk category also includes two categories. The risk of loader work and the risk of bulldozer work. The probability of occurrence of the basic events of each of these categories of risks was asked baxsed on the designed questionnaires from the experts. In terms of scoring experts' opinions, common scoring tables were used and a scoring table for experts' opinions was also presented, and the results of two common tables were compared with the presented table. The rate of probability of occurrence for each top event in this category of risks was calculated and compared with all three scoring tables of experts' opinions. A risk matrix was formed for the top events. Finally, the most critical risks in the category of drilling (compressor) (damage and repair, overturning and falling) and (drill wagon) (damage and repair, overturning and falling) in the category of blasting operations (before) and (during) closing the circuit (explosion sudden) and (after closing the circuit) (flyrock, explosion sudden, creating boulders, creating heels and uneven) in the excavator handle and loader and bulldozer handle (damage and repair, overturning and falling, stone laxyer falling) and ( working bulldozer) (in addition to the mentioned cases of injury to the operator) was also counted.
