Abstarct: In this study the earthquake hazard risk assessment and crisis management for religious Mega city of Mashhad have been discussed. For this, the maximum horizontal acceleration of two faults located in south and north of Mashhad as worst scenarios are calculated baxsed on the attenuation relationships of Campbell and Bozorgnia(2004). Then digital distribution maps of 11 parameters such as structure quality, road and street positions, residential area, educational centers, hotels and tourist centers, religious and public locations, state offices, trade and industrial centers, health care and hospitals, special structures and sport centers as effective factors in destruction and earthquake damages have been prepared. With overlaying the mentioned parameters( urban management map) in Arc View software and isoacceleration maps obtained from the different earthquake scenario and also surface horizontal acceleration for return period of 475 years obtained from microzonation study of mashhad city, the earthquake hazard risk maps for day, night and their average have been obtained. The seismic risk maps shown that the earthquake risk in central and northern parts of mashhad is high. The main reasons of this are existence of densely populated center (educational residential, religious and offices) medium to high residential population, buildings with dimensions less than 200 squire meters, old and exhausted structure and existing of trade and industrial centers. Study of laxyers individually also shown that more than 80 percent of hotels and tourist centers and almost 62 percent of state offices in Mashhad which mainly located in city center and having exhausted structure, occurred in high risk zones. The most of educational centers, which homogenously distributed in city, have medium hazard risk. About half of medical centers which at the time of occurrence of possible events are the major elements of rescue and relief, located in high risk zone. Only 7 hospital from total 35 hospital existing in mashhad are located in medium and low hazard risk and could be serve at the time of probable earthquake. The indicial investigation of different municipal regions also shows that the region 12 or Samen municipality located around the holy shrine and region 1 located in high risk area. This study show that executive centers of crisis management in mashhad, mainly located in high risk zones and the best safe area in Mashhad which are located in medium and low hazard risk, with best facility access and aid and rescue, occurred in western north, west and south of Mashhad.
