Abstarct: Tehran regarding to its historical record and having historical architectural/urban buildings and spaces, contributes to communicational memories in people's minds. Baharestan square is one of these elements and spaces that, regarding to its historical record and the historical record of the buildings around it for its historical precedence, consists a huge importance in communicational memories of people. This urban space, from the beginning of its existence, especially in a period of country's political events that happened in it, has had a very important communicational function in Tehran. Any architectural place has an specific essence and can be explained regarding to what exists around it space. Contextual approach, actually, is respecting to essence of the place and the physical space around any new architectural building. The following research seeking contextual approach and respecting to the existing context (Baharestan square and its elements) claims to walk to design an architectural space that is responsive to lack of space. It seems that the following design as an architectural element can provide more context of dynamism of Baharestan square and its elements. The design of library of Majlis, using top technology, intends to create a fluid and dynamic space to complete the important elements around it (contextual architecture).The design is trying to produce more communicational spaces for increasing level of communicational events. Therefore, using (central courtyard) has gotten close to its goal. This design, inspiring from the elements around it, is seeking to reduce mass in comparison to create a fluid, dynamic, and transparent space.
