Abstarct: This study examines the impact of green human resource management on green performance through the mediating roles of green culture and green values among employees of District 22 of Tehran Municipality. The statistical population consisted of 1,500 employees, and a sample size of 306 was selected using cluster random sampling. Data were collected through standardized questionnaires and analyzed using structural equation modeling. The findings indicate that green human resource management has a significant positive impact on green culture, green performance, and green values. Furthermore, green culture and green values directly and positively influence green performance. Additionally, green values significantly enhance green culture. Regarding mediation effects, the results confirm that green culture mediates the relationship between green human resource management and green performance. Similarly, green culture acts as a mediator between green values and green performance. Moreover, green values mediate the relationship between green human resource management and green performance. These results demonstrate that implementing green human resource management not only directly improves environmental performance but also does so indirectly by strengthening organizational culture and individual values. Therefore, organizations can enhance green performance by developing environmentally aligned human resource policies, fostering a sustainable organizational culture, and promoting green values among employees. This study emphasizes the importance of simultaneously addressing structural and cultural dimensions to achieve organizational sustainability goals.
