Abstarct: The growth of science and technology has led to the formation of new production processes, and for this reason, various products and services are constantly being offered to the market. Competition in global markets is constantly increasing, and this trend is expected to intensify significantly in the coming decades. In order to maintain a position in these markets and surpass competitors, there is a need to abandon old and traditional methods. The only way to create significant value for the company is to develop and offer innovative and diverse products. In this regard, organizations must master their skills and capabilities in the field of innovation management. Today, scientific and industrial communities have concluded that organizations can maintain their long-term advantages in competitive arenas by relying on innovation and strengthening and promoting innovation and innovative activities within themselves. However, the challenges in innovation management have led to the formation of organizational resistance against the use of innovative activities and an emphasis on carrying out methods traditionally in many organizations. Considering these issues, it is essential for organizations to identify innovation challenges and factors affecting it in order to manage innovation and to work with sufficient awareness in this field. In this research, we seek to find an answer to the key question: What are the factors affecting the innovation process? To answer this question, it is necessary to design an innovation policy baxsed on the components affecting innovation. Also, to find out the level of innovation and the strengths and weaknesses of the organization in the field of innovation, an innovation maturity model will be designed baxsed on the dimensions and components considered in the innovation policy. Finally, after evaluating the organization, a set of solutions to address the weaknesses (points that can be improved) and improve the organization's innovation level will be presented baxsed on the opinions of experts. The present study is a descxriptive survey in terms of its purpose, application, and in terms of the method of data collection. The data analysis method in the present study is the fuzzy Delphi method.
