HA497 : Identifying and prioritizing effective criteria in the selection of agricultural products to start non-oil export with the multi criteria decision-making methods under Z numbers (case study of Persian Gulf countries)

Abstarct: Non-oil exports are considered one of the ways out of the country's economic crises. Iran has geographical and climatic conditions that can be the origin of the production and supply of various agricultural products. Exporting agricultural products in excess of domestic use can grow Iran economically. At the beginning of any business activity, including exports, a product or service must be selected. The correct selection of an export product is at the beginning of the export supply chain, and this correct selection can have an impact on other lixnks in the export chain. Therefore, given the importance of the issue of selecting an export product in starting business activities, this research was conducted to identify and prioritize the criteria that are effective in selecting agricultural products for non-oil exports, focusing on the Persian Gulf countries. In the initial step, after studying previous literature and interviewing experts, 51 criteria were identified in 4 categories, and then 18 final criteria were screened from these criteria using the fuzzy Delphi method with the z-number approach. In the next step, the relationships between the criteria and their weights were calculated using the DANP method with the Z-Number approach. In both Delphi and DANP techniques, in this study, the Z-Number method has been used to consider uncertainty and probability so that experts can also estimate the level of confidence in their answers. The results of this study indicate that the criterion of product supply capability in the country of origin is the first priority and the criteria of supply capability in all seasons, organizational brand, export cost relative to cost price, human resources, product production conditions in the destination country and the need for its import, the level of smuggling of goods (the existence of black markets), product quality, compliance with the product export standard level, domestic policies of the destination country for importing goods, export duties of the country of origin, possession of special certificates, packaging, storage conditions (refrigerated container, cold storage, etc.), the level of ability to create added value, transportation, product quality stability, and freedom from agricultural pesticides are the next priorities for selecting agricultural products for non-oil exports, respectively.
