Abstarct: The upcoming research was conducted with the aim of investigating the relationship between the transformation of the digital transformation on the digital transformations of the organization and the role of organizational mediator in the municipalities of Semnan. In terms of nature and method, the research is a descxriptive-survey type of research and has been carried out with an applied purpose. The statistical population of the research consists of managers and employees of the municipalities of Semnan, Shahrood, Damghan and Garmsar in the number of 230 people. The statistical sample was determined using Cochran's formula, 145 people. The data collection tool is standard questionnaires, all three questionnaires have been used for validity and reliability in Al-Nawaimi et al. (2022). The validity-form and construct validity (factor analysis, convergent and divergent validity) of the research tool to investigate the state of placement and its reliability have also been evaluated using Cronbach's alpha coefficient test and according to how much alpha for all things has been It was obtained from 0.7, the reliability of the research tool can be checked with confidence. In order to analyze the data, descxriptive and inferential statistics methods and partial least squares methods are used in the SmartPLS software tool. The results obtained from this research show that there is a difference between the digital transformation and its components and the digital transformations of the organization and its components through the organizational relationship.
