Abstarct: Today, adapting to rapid environmental changes and gaining flexibility is an inevitable necessity. The requirement for this work is business transformation in order to adapt to environmental changes. In the information age, production and service organizations have faced many challenges in the field of business due to competitive pressures and market expansion. Therefore, in order to face these challenges, they are forced to make fundamental changes in their business processes in order to create more added value and remove valueless activities from their value chain, which is the basis of organizational resource planning systems baxsed on open process engineering. It is business. In other words, if an organization wants to use these systems, it cannot achieve significant improvements in a short period of time by maintaining its previous processes and structures, so it is necessary to reengineer the processes according to each phase. from implementation to completion. The current research was conducted with the aim of identifying the obstacles to the implementation of organizational resource planning in the Shahrood urban management complex baxsed on 3 main criteria (technological and technological obstacles), organizational and social culture obstacles (manpower obstacles) and 29 sub-criteria. For the final validation in the 5-option Likert scale with the fuzzy Delphi method, the cases were examined among 20 experts, then in the next step, by compiling a pairwise comparison questionnaire and distributing it among the experts, the weights related to each of the main indicators with The AHP technique was obtained and the ranking was done, and the factor of human resources was ranked first, technology and technology were ranked second, and finally organizational culture was ranked third.
