Abstarct: Scientists and intellectuals have debated how to make the best option for a very long time; as a result, we must choose carefully and make a logical decision in order to get the best results. A logical and correct method for choosing contractors and carrying out projects has been discovered by organizations and large enterprises as a result of the growth and development processes in recent years as well as the more competitive business climate. The success of many projects can be assured by selecting a knowledgeable contractor, while on the other hand, hiring the incorrect contractor will result in inefficiency and significant issues. Due to the market's current level of competition and Iran Telecommunication Company's policy of contracting out activities, more contracting companies are taking part in the company's numerous projects, including those involving its network of optical fiber lines. However, as an employer, Iran Telecommunication Company finds it difficult to select the best contractor due to the abundance of contracting firms. The first step towards reaching the main objective of employers, which is the implementation of various projects in various time periods and on a restricted budget, might be the proper selection of acceptable and qualified contractors. For this reason, 7 criteria were deemed to be the most crucial factors influencing the choice of contractors after reading the literature relevant to the identification of criteria and speaking with top telecom managers. The weighting of the criteria was then done using the best worst approach, and lastly, using a hybrid method of data envelopment analysis and the best worst method, 17 Iranian Telecommunication Contractors were evaluated and ranked.
