Abstarct: Today, organizations have realized that in order to succeed in a complex global economy, as well as survival in the competitive environment of business, they need to have the best talent. Talent management as a system for identifying, hiring, training, promotion and maintenance of talented individuals with the purpose of optimizing organizational capacity to achieve business results, is defined. The aim of this study was to establish talent management model for succession planning through the method PROMETHEE V (Tehran Urban and Suburban Railway Company operation). This study aims to address the issues identified in terms of leadership competencies (including components and dimensions competencies) and provide a model for the development of leadership competencies (which raises development method), an applied research will be considered. The design leadership competencies as well as design and development of leadership competencies model to explain the descxriptive method has been used; The study was descxriptive in terms of typology, but research is survey. This study mixed or combined approach - qualitative and quantitative -; In other words, the design of methods and strategies in the process of evaluating and validating the qualitative and quantitative data is collected. In the qualitative study, the theory underlying the concept of less structured by glazer raised wand has been done. Finally, merit-baxsed development methods using V Prometheus ranked.
