Abstarct: The purpose of this study was to design and developing of a strategic plan for developing of shahrood university student sport for 5years(from 1391 to 1396). The statistical sample of this reserch was (N=35)including university physical education management members, faculty, coaches, students and volunteers. Reviews of literature and documents, interviws, surveys and strategic meetings were used to for collecting the data. An internal and external factor questionnaire and forms for determining strategic issues were used to survey. Its validity was confirmed by several professors and specialists, and its reliability verified according to cronbachs alpha method(α=0.92). for analyzing data, descxriptive statistics, friedman test, internal and external factor matrixes, SWOT analyzing baxsed on intuition strategies developing. Results showed university physical education management has, 14 strengths, 20 weaknesses, 15 opportunities, and 15 threats. Afterwards, baxsed on selected model and strategic analysis, physical education management was developed and subjects such as mission, vision stsements, core values, long-terms objectves, strategic situation, strategis and plan were determind. Also 9 strategis in frxame of 104 main plans presented. The most important determined strategies include: quest to admission hosting of sport activities in different levels, retention and increase organization internal and external comunication for university sport development, improvement quantity and quality services and sport program internal and external university, scientific and update student sport, utilization strategic management, increase and absorpation financial resorces, retention and improvement management system, human resorce management(official- volunteer). Evaluation of strategic situation of university physical education management showed that internal factors of the management were in weakness area and its external factors were in threats area. Seems the most important reasons for this undersirable situation to be lack of strategic planning of student sport development in university physical education management. Therefore, this study has tried to develop strategies for growth and comprehensive development of sport in university.
