Abstarct: Association of the strategic plan and land-use planning provides the possibility of the realization of the strategic programs regarding the favorable locating pattern of places and spaces related to sports; moreover, this association comes with convenient processes compatible with human force and geographical conditions. The aim of this study was to prepare the strategic plan document of land-use planning of Fars province sport department. This study was conducted with applied orientation and through exploratory sequential mixed method. The method used in qualitative section and in investigating the current situation, mission, vision, major goals, strategies, and designating uncertainties is a method baxsed on documentary analysis and focus group discussion, while the method used in quantitative section in determining strategic position and scenarios and prioritizing strategies and effective factors on provincial championship sport is a combination of descxriptive method, cross-impact analysis, and scenario planning with the help of geospatial information systems software(GIS), Micmac, and Scenario Wizard. Statistical population of this study was a group of 170 people whom they were provincial sport managers that included staff managers, regional manager, chairman and vice-chairman of provincial committees. The statistical sample in the codification of both quantitative and qualitative sections was the members of provincial sport strategic council which were selected purposefully and they included staff managers (13 people), regional managers (3 people), and managers of provincial committees (4 people) whom all together their total number were 20. Data collection in the qualitative section was carried out through library studies and regular meetings of the strategic council in 25 sessions and obtaining the opinions of the members of this council through the active participation of these people and in the quantitative section it was conducted through the distribution and completion of the questionnaire. The findings of this research in the codification of strategic plan section indicated mission, vision, major goals and prioritized strategies of provincial sport. It also indicated hardware and software dispersion of 15 provincial sport prior majors of 29 cities of Fars province; furthermore, findings of foresight section identified the effective factors and scenarios needed to increase the portion of provincial sport in national identity, dignity, and authority. The results showed that in most of the software and hardware dispersions of the provincial sport there was an imbalance. According to the results of this research the implementation of the plan of the land-use planning in sports area with the consideration of both physical and human dimensions, constructing of proprietary buildings, and purposeful and comprehensive support of intelligent and talented athletes in the position of a believable scenario can lead the goals of provincial championship sport development to become true.
