Abstarct: In this regard, the present research has been focused to investigate the effect of organizational silence on citizenship behavior with the moderating role of organizational justice in youth and sport offices' employees of North Khorasan Province. The statistical population of this research was all staff of the sport and youth departments of North Khorasan province (120 person). 120 questionnaires in the whole number method were distributed among all the staff, Of these, 100 questionnaires were completed and analyzed as a sample. Organizational silence questionnaire (Voakola and Borados, 2005), Organizational citizenship behavior (Organ and Kanovsky, 2005) and Organizational Justice Questionnaire (Nieuwf and Morman, 1993) were used to collect data. Data analysis was performed using two SMART PLS3 and SPSS23 software. The Findings of research indicate that organizational silence has a negative and significant effect on citizenship behavior, however, citizenship behavior showed a positive and significant effect on organizational justice. The results also showed that the organizational justice Can not play a role of moderating in the relationship between two variables of organizational silence and citizenship behavior. According to the findings of this research, managers can effort towards the dynamics and growth of the staff, making trust between them and getting opinions from people due to the existent reality and status of silence in the organization, and on the other hand because citizenship behaviors are completely voluntary And more affected by organizational interactions, Therefore, to Increasing the incidence of organizational citizenship behaviors among employees, it is imperative that the managers of physical Education department observe the fairness in dealing with employees.
