Abstarct: This study aims to investigate the current status of football referees in Semnan Province and is done by using of SWOT analysis. This research is descxriptive-survey and the object is applied research. The population of this research, have formed by all Semnan province football referees, whose number is 135 people. Sample, for all was considered, in which 109 questionnaires were returned. For this purpose, a self-made questionnaire was used. Which contains strengths, weaknesses, opportunities and threats.The validity confirmed by six people in the field of sports management and referees, and the last amount resulted by using Cornbrash’s alpha method (α =78/0).To analyze the data, in addition to inferential descxriptive statistics, inferential statistics (Friedman means and comparison test) used by SPSS-20 software. By examining the current state of football referees in the province, in various branches, 9 strengths and 23 weaknesses, 10 opportunities and 11 threats were identified mainly for soccer referees in Semnan province. The results showed that there is a significant relationship between the ranks of the research components (dimensions SWOT) there is a significant relationship (P<0/05). Weaknesses in the item " poor income football referee in the province (low fee of referees)", the following strengths items " very good ranging of referees ages in Province (the young referees in the judgment), the following opportunities items ' policy of Football Association arbitration committee and departmental to youth group of judgment "and in threats item " significant departure from the field of active referees judgment " got the highest ratings. The most important results of this study are: The use of fitness expert trainers for referees,the use of sports psychologists with experience in the referees team, Establish centers for football referees talent in the province, the necessity of establishing the Union of Judges in the country and in the province. and Technology is needed to enter in judgment.
