Abstarct: Abstract Nowadays with the development of technology, telecommunication, smart devices have also changed. In addition to increasing bandwidth and more reliable access to data, the fifth generation of telecommunication have many capabilities. These capabilities are not only in the field of telecommunication and internet, but also applicable in the field of medicine. Therefore, for the same use, users of this generation, it is necessary to design accurately and efficiently. Since the fifth generation of mobile telecommunication is built on a completely different platform than previous generations, therefore designing new devices for this generation is necessary. The fifth generation of telecommunication network perform on millimeter waves. According to the definitions of the international union of telecommunication, millimeter wave bands are located in the range of 30 to 300 GHz. Beam scanning capability is one of the features of 5G antennas that can increase the capacity of the system and improve its performance in some applications. The tixtle of this thesis is to design a lens laxyer to be placed in front of a baxse antenna such as a horn antenna. So that the angular scanning capability part of the space can be achieved by moving only vertically the baxse antenna. In fact, the lens laxyer can specifically shape the radiation pattern of the baxse antenna (generally the horn antenna). The dielectric plate in front of the baxse antenna acts as a multilxayer lens of dielectric and causes the angular changes of the antenna beam to the desired frequency range. To design this lens, the amount of dielectric coefficient and how it changes in different laxyers can control the angular range of beam scanning as well as the antenna gain at the different angles. In this thesis, different ideas have been studied in order to realize the lens and finally the idea of using laxyer by laxyer lens baxsed on laxyers of air and dielectric have been introduced as output. This type is easier to build compared to other dielectric lenses, it has the ability to realize the angular scanning of the beam in the range of -21 to +21 degrees, while the antenna gains the total scanning range changes less than 0.9 dB equivalent to 4.44 percent of the total gain.
