Abstarct: Coastal development planning has played a greater role in recent years amid population growth and trade among people. Therefore, by designing cities and tourist accommodation, coastal cities can be commercialized along the coast. This can lead to the development and prosperity of these cities. Floating houses come in different forms and have different types in terms of the construction of their foundations; some with chests created from air (trapping air) and some of them are made by putting together polystyrene boards and some others with basic methods (using the buoyancy of boats). They also offer their ideas regarding the creation of these cities. Urban development on water, due to its instability, must always be accompanied by static and dynamic considerations. For instance, a wave is divided into two halves by its nose, but if the same wave hits the side of a ship, it causes turbulence in that structure, so the structure must be designed and planned close to the circle or at a distance from the water Floating structures were first researched and developed for oil rigs and then for the United States Army. In 1966, at the Siam Urban Planning Congress, Kenzo Tanke and his team presented the idea of a modern floating city, in which Tokyo Bay was chosen as the location. The city would be connected to the land by a very large structure on both sides, and the residences were separated from the main structure in a modern way in the Japanese design style. Years after the advancement of technology and the construction of different platforms, a pneumatic structure that uses a series of vibrating dampers (gyroscope) can bring its application closer from the idea to the real stage. The environment becomes one of the most important challenges for designers and urban planners to harmonize with the environment. In this research, from the plans on the platform, reducing the load of the sea, urban wastewater, marine gardens, etc., as well as environmental hazards of living in the sea are seen and to reduce the methods such as the use of mangrove forests to reduce the load and breeding of aquatic animals and agriculture in enclosed environments, a series of changes are made by creating porosity on the surface and under the surface of the sea. Collecting rainwater or environmental moisture harvesting devices, using native plants suitable for salt water to plant on the surface of the platforms, using solar grids and also wave catchers to generate electricity are considered.
