NA61 : Achieving smart urban growth with an emphasis on TODbaxsed development (Case study: Bastam city)

Abstarct: In response to the scattered expansion of cities, the theory of smart growth is baxsed on the principles of sustainable development, one of the best examples of which is Transit Oriented Development (TOD). As long as development and urban plans are developed and implemented baxsed on car movement,many problems will arise in cities and it will not be possible to achieve smart growth and TOD. In the present study, in order to achieve the creation of TOD model in Bastam city due to having index buildings and focus of uses in the center of this city we used the descxriptive-analytical method of TOD model to create a humane environment and increase sustainability and reduce environmental challenges were used in the city of Bastam. In order to create the mentioned features, in the data collection section, using the library and field methods, the theoretical foundations of the research have been examined. The section includes: citizens, the statistical population of the people of Bastam city and those who are familiar with Bastam city and specialists who have used the Delphi technique including municipal officials In the data analysis section, first the strengths and weaknesses, opportunities and threats baxsed on the SWOT method, according to the opinions of citizens, experts and field observations for the study area were examined and suggestions were presented in the form of strategies and using QSPM technique. Were prioritized The results showed that according to the strategy experts, the officials' attention to limiting the movement axes of the rider with 6.07 points is a priority. Also, the results of the research baxsed on AHP technique and by Expert Choice software showed that according to experts, the principle of mixing with a weight of 0.29 is a priority for development.
