HA92 : Evaluating and comparing efficiency of public and private hospitals with Data Envelopment Analysis (DEA) approach To study the effect of ownership on performance (Case study : Mashhads private & public hospitals)

Abstarct: The purpose of current study is to test and investigate relative effectiveness of state hospital and private hospitals of Mashhad with the approach of “data development analysis” and in order to investigate the effect of type of ownership on the effectiveness.
The type of this study from the aspect of effective purpose and the way of data gathering is descxriptive field. In this study we have identified the effectiveness of twenty one hospital involved twelve state hospital and nine private hospital. Deficient hospitals and hospitals in the margin of effectiveness are specified. Because of this purpose we simultaneously selected BCC and CCR that are two modified input-baxsed methods for data development analysis (DEA).
These three factor “the number of medicine team personnel”, “the number of nursing personnel” and “the number of active beds” are selected as a input factors and another three factors including “total day occupied bed”, “the number of operations” and “the number of outpatient” are selected as a output factors. The analysis of these data is done by DEA-Solver which is one of the most effective and comprehensive soft wares in the field of data development analysis. After the data analysis, amount of relative efficiency of all units will be determine d by BCC and CCR. Accordingly, in the case of CCR , four hospitals and in the case of BCC, twele hospitals was in the margin of efficiency. The average of technical efficiency, allocative efficiency, and scale efficiency was determined respectively 0.75, 0.894 and 0.757 . the way of bencmarking from deficient units from reference units is also widely explained. Eventually efficient hospitals will be ranking by two ways. According to this, it is deduced that state hospitals have relatively higher efficiency than private hospitals and also deduced that privatization in the healthcare part have not acted efficiently.
