Abstarct: housing as shelter is the source of life of a city and a fundamental and non - successor, which contributes to the specific portion of the income of households. Widespread fluctuations in housing prices, especially in large cities, can be considered the most prominent feature of this sector. The main purpose of this study is to identify periods of overshooting in housing prices by 22 districts of Tehran during the period 1389-1398. Housing price is considered as a dependent variable and housing transaction time (transaction contract) is considered as an independent variable. In order to achieve this goal, smooth transition regression model has been used. The software used in this research are EVIEWS and JMULTI. The results indicate that there has been an increase in housing prices, regime change in some areas, as well as an increase in housing prices (per square meter) in some areas compared to other areas. Therefore, according to the results of the study, the policy recommendation is that in order to reduce speculative activities that play a significant role in spreading housing prices between different areas of Tehran, the government can collect taxes from households to buy more than one unit.
