Abstarct: The issue of evaluation and selection of a contracting company in tenders is one of the important decision-making issues for which various methods have been proposed. In our country, the country's management and planning organization is responsible for ranking and determining the qualifications of contracting companies and has set up regulations for it. Finally, after a few steps, the best contracting company is selected as the winner of the tender according to the cost and price. In this research, a multi-criteria decision model is presented that can evaluate the contractor according to qualitative factors and select the best contractor for the project. This model examines the 5 main criteria of "rank, executive experience, financial and capital capacity, number of personnel and equipment capacity" as the basic criteria in selecting a contractor and using the quality house matrix and combining it with numbers. Gray and according to the seven basic needs of the employer, including: quality and accurate implementation, economic issues, performance and compliance with technical and executive criteria, proper timing, aesthetics and environmental indicators, safety and labor relations; And utilizing the topic of gray relational analysis to analyze the data obtained in the three contractors in the field of construction. Multi-expert information and consultation with them was used to select the criteria. The results show that in the first company, the executive work experience of the contracting company, in the second company, the financial capacity and capital characteristics of the company, and in the third company, the characteristics of the number of staff and the company rank, respectively, are the most important and least important criteria in selection.
