Abstarct: The purpose of this study is to investigating the effect of organizational learning and total quality management on the organizational image with the role of mediating patient safety culture in the health care sector. The statistical population of this study for the variables of total quality management, organizational learning and patient safety culture are the employees of various departments of governmental hospitals in Semnan province and for the variable of organizational image are the patients who reffered to this hospitals during the 6 months period, which eventually resulted in 240 from both groups, they are selected by simple simpling. In orther to collect the research data, the library method was used to develop theoretical foundations and research background using the field method and using a questionnaire data were collected about the variables organizational learning, total quality management, patient safety culture and organizational image. The data was analyzed by using SPSS software and SMATR PLS 2 software was used to test the structural equation model. Using the analyzes done in the research, the suggested model of the research has been confirmed and shows a positive and significant relationship between all the proposed pathways of the proposed model, which indicates the high validity of the proposed model for improving the image of active organizationals in the healthcare sector, especially hospitals.
