Abstarct: The volume of construction activities is considered as the fundamental indices of growth and development. Each year, thousands of billion Rials of our national capitals, either directly or indirectly, spends in the public and private sectors on Country’s construction and infrastructure. In any construction projects, the greatest amount of investment is accomplished in the implementation phase. One of the main causes of loss of funds and failure in construction projects is unjustly appointing contractors. In this regard, the proper introduction and selection of contractors in construction projects is considered as a fundamental solution so as to avoid wasting national resources. In this study, customers’ needs and expectation, criteria and specifications of contractors were first determined using literature and interviews with experts. The statistical sample of this research was snowball method. It consists of 5 faculty members of Ferdowsi University of Mashhad and 10 contractors in Tehran. The data were analyzed using the house of quality and the method of the VIKOR. Finally, observance of the environmental and health rules and safety of the highest rank and the communications received the lowest rating.
