TN959 : Presentation of a model for implementing Public-Private Partnership in mining projects

Abstarct: Role of mine and mining industries in the economy of the world countries are not limited to participation in increasing gross domestic production and economic growth; but it has a meaningful share in creating job opportunities and decreasing poverty. Every dollar of investment in ore exploration can has an added value more than eight dollars. For each job created directly in mining field, an average of 17 job opportunities will be created in downstream parts. Lack of suitable investment in this field has resulted in Iran to not be able to completely use the current potentials of this field. Public-Private Partnership (PPP), is able to somehow compensate for the lack of investment in mine and mining industries. Participation methods are having some difficulties in attracting investors’ attention. In this research, in order to identify and prioritize factors effective on PPP success in mining projects, twenty factors of success identified and several questionnaires prepared and were given to the experts in order to prioritize them. Then, the results were evaluated by the Cronbach's alpha coefficient and analyzed by the SPSS software. Finally, the successes factors ware prioritized using Friedman Test. The results of this research show that through different factors, "defining the appropriate project" has the highest importance on the success of PPPs. Next seven important ones are “payment mechanisms”, “proper contracts”, “appropriate political”, “social environment”, “legislating new laws”, “Proper assessment of market / community” and “Definition of dispute resolution method agreed by the parties”, respectively. Then, to present a desirable model for implementing participation methods in mining projects, four popular PPP methods; including; BOT, BTO, BTL and BOO, were evaluated and then the impact of eight mentioned factors on selected PPP methods were determined. baxsed on the resulted data, these PPP methods were prioritized applying Fuzzy Delphi Analytical Hierarchy Process (FDAHP). Results show BOT, BOO, BTL and BTO are desirable PPP method to enjoy in mining and mining industries project, respectively. Finally, considering some approaches in domestic financial and legal regulations and also regarding Iranian business environments, a desirable model were presented to implement PPP in mining and mining industries projects.
