Abstarct: In the present study, identification, evaluation and zoning of factors affecting delay in tunneling projects with a special look at rock engineering factors are presented with a model for predicting the delay of various tunnel projects. The main objective of this research can be to provide appropriate solutions for reducing delays in tunnel construction projects, and subsequently reducing the costs and consequences of delay, which ultimately leads long-term economic and executive planning in different levels of the country approach to the reality. First, previous studies have been carried out. The most important parameters affecting on delay in tunneling projects have been determined with respect of the articles, theses, publications. Also review of the documents and reports on a case study are provided. The identified factors included 55 parameters in 7 main indicators: 1- Contract finance and approval of projects 2- Geographical, climatic and environmental issues 3. Features of the tunnel, method of construction and access 4. Technical, managerial and executive issues 5. Specific Native Issues in Iran 6. Resources, Materials and Equipment 7. Geological phenomena and rock engineering. The Delphi Fuzzy Analytical Hierarchy (FDAHP) method has been used to evaluate and prioritize the determination of the parameters. The weight and importance of each of the parameters affecting the industry's delays is specified. The greatest weight was related to parameters about the social and individual professional ethics, as well as some factors of geology and rock engineering such as slope, groundwater level, squeezing, and change in geological conditions. In the following, the new classification system was presented by the results. This system, called Delayed Tunneling Index (DT), is obtained by the determination of the level of each parameters for the tunnel in view of the classifications provided. The system gives a total score of 0 to 100 for each tunnel. The delays of each tunnel are classified in six classes: very low, low, moderate, high, very high and overly. After introducing a new classification system, in order to evaluate the efficiency of the information classification system, 11 tunnels with different characteristics were collected from the Tehran-North highway's Tunnel and were graded using the classification system. To validate the results, the index of delay was compared with the average drilling of each tunnel. Validation results show the optimal level of the system presented. These results are acceptable in more than 70% of tunnels and are consistent with the average drilling of each tunnel.
