Abstarct: In this thesis, the phenomenon of congestion, which is one of the problems of computer networks and reduces its efficiency, is discussed. Various methods have been proposed to solve this issue, the use of control theory to analyze and design congestion controllers is one of the most important cases. In this research, first, by designing an adaptive and fuzzy controller, congestion in the controlled network and the efficiency of the proposed methods were confirmed using NS2 and MATLAB simulations.. an attempt was made to congestion control congestion in the network and make optimal use of it. Then, if by increasing the data input to the congestion control network can not respond properly, by designing a supervisory control system and bandwidth management, we transfer the existing network to a network with adequate capacity. For this purpose, we design three types of networks with different capacities and by considering the congestion threshold for each network, if the congestion exceeds this threshold, we transfer the existing network to the network with a higher capacity. This method is practically implemented in the data network and the results showed how the network is managed and the problem of bandwidth and stability is solved.
