Abstarct: The use of solar energy in combination with photovoltaics and water pumping is a suitable alternative to supply electricity to scattered villages and is independent of the grid. In this dissertation, 93 sites in three provinces of North Khorasan, South Khorasan and Khorasan Razavi for the establishment of solar pumping power plant have been studied and prioritized. To review and prioritize the sites, the multi-criteria decision-making method, TOPSIS, has been used, so the geographical location of the sites and the weather conditions in these three provinces have been identified and as a result, 15 important criteria have been selected. All these criteria have been weighed by Shannon entropy method and then by TOPSIS method, sites in these three provinces have been prioritized. In the continuation of the project, technical and economic optimization of the system in order to minimize the cost to meet the water needs of cereals on a land area of 12 hectares, to find the optimal number of different system components including solar panel, battery, inverter, generator, through Homer software Optimized in three Iranian sites. The feasibility results show that Sarayan site in South Khorasan province, Bidokht Do site in Khorasan Razavi province and Jajarm site in North Khorasan province are the most suitable places for establishing solar pumping power plant, respectively. Sensitivity analysis was performed to further investigate the issue by changing the weight of the criteria. The optimization results show that the combined system with solar panel, inverter, battery and generator is the most suitable system with the lowest cost. The prices of system components, interest rates and fuel prices are examined in the results.
