TA662 : The social learning capacity assessment of water beneficiaries, case study: local farmers' community of Bozhgan district

Abstarct: Due to the increase of climate changes, water resources systems should have the ability to adapt to the changes endogenously. On the other hand, one of the main components in an adaptive structure is its learning to deal with changes. In other words, learning is a prerequisite for responding to changes and responding makes the system adapt. In this regard, the present research examines the social-ecological structure of Bojegan district using the frxamework of social learning. This evaluation was evaluated from two perspectives, the components of the learning process, including the understanding of interdependence, trust, justice, interaction, and the components of the learning output, including learning Loops, extent, direction, and tendency. According to the purpose of the research, at first the water changes in the institutional system of Bozhgan district were identified; Then, the Beneficiary and stakeholders in the problem were identified using the snowball method in two parts of formal and informal institutions. In the following, qualitative information within formal and informal institutions was collected using semi-structured interviews and the necessary analyzes were carried out in the form of social learning frxamework and qualitative content analysis method. In the department of official institutions, the evaluations showed that in the formation and creation of social learning capacity within the official institutions, the existing assets have a higher position than the process components. In fact, in these institutions, the upstream approaches and laws determined the situation. Also, the results of the output components in two official institutions showed that both institutions were of the single ring level. But the Agricultural Jihad Department had a higher capacity. In the informal sectors of the survey, it was found that the indicators within the villages have more diversity. In this way, in most villages, farmers showed their dependence on official institutions. But in the component of trust, intra-institutional trust had a stronger level than inter-institutional trust in most villages. In the investigation of the element of justice, it was found that there is a belief in the lack of justice in some villages. In general, there was little interaction between farmers; But this level was higher than the interaction with the official institution. The results of the output components showed that, except for a few villages, most of the villages follow the learning of the single loop and thus the learning trend in these villages is moving towards the destruction of water resources. The interesting point was the component of learning in the villages, which was baxsed on the existing structure of the system and had an individual level. Of course, the studies of the learning component also showed the difference between the heads.
