Abstarct: Structural and non-structural methods, of flood controling, are two main methods which can be used in the flood control projects. Due to the enormous costs of flood control projects, optimal designing of flood control systems are of the great importance issue the water engineering problem. The main objective of this research is to develop an integrated model of simulation and optimization for optimum design of hybrid systems of flood control, so that in addition to flood control, the system also has the ability to supply the needs of the downstream. In this regard, this study examines the optimum methods of structural and non-structural flood control systems. Structural flood control methods, parameters such as height of the dam, channel dimensions, the channel slope, the volume of excavation of the fill are the decision variables. Also for the method of non-structural flood control (optimal operation of the reservoir), the effectiveness of GA where evaluated. To compare the efficiency of genetic algorithms in the context of optimal operation, the standard operating procedure was use. Result show that for objective function, genetic algorithm has the minimum objective function value (0.0000045) compared to the standard operation method (0.0037), its performance was better than that method. Results show that with optimization method, it is possible to reduce the construction cost, as 6 % (about 4 billion USD) compared to ordinary method
