Abstarct: Rokh plain with an area of 2182 km2 is located in Khorasan Razavi province and northeast of Iran. Groundwater in the plain is harvested by about 320 wells, which have fallen sharply in recent years due to reduced rainfall and overwhelming increase harvests. In order to maintain and manage the Rokh aquifer sustainably, a Equilibrium plan has been in place to install smart meters and block unauthorized wells from 1393. The purpose of this study was to investigate the effect of Equilibrium plan activities on the aquifer's hydrogeological and qualitative behavior. The overall direction of groundwater flow is from the east of the plain (feeding area) to the west of the plain. In different periods of time in the western part of the plain, the lowest decline and in the eastern part, the highest decrease is due to the accumulation of high-flow wells. The rate of decline was evaluated in four 3-year (94-97), 11-year (86-97), 16-year (70-86), and 27-year (70-97) periods and declined in all periods except the three-year average rate of 65 cm, but in the recent three-year period, the lower decline rate was approximately 40 cm. had. Also, the trend of changes in piezometric wells due to the control of overwhelming harvests in recent years has become almost horizontal, which may indicate the effect of the Equilibrium plan. In the plain, the electrical conductivity increases in the direction of flow. According to the electrical conductivity values of the plain were divided into three zones which Electric conductivity has increased in the southern part due to overwhelming harvests from the aquifer And in recent years, since the plan was implemented, the trend has been to reduce salinity.According to the study conducted after Equilibrium plan and installation of smart meters on agricultural wells, energy consumption and operating hours of wells have decreased And in some parts of the plain a number of dried aqueducts have been reactivated to prevent the exploitation of about 140 unauthorized wells. Investigation of groundwater balance in different periods showed that the reservoir deficit has been reduced due to the implementation of equilibrium plan in recent years and indicates the impact of this plan in controlling the harvest and consequently reducing the aquifer loss.
