Abstarct: The aim of this study was to identify the factors affecting the innovation and competitiveness of industrial clusters baxsed on Porter model and entrepreneurial perspective. The community of food industry cluster entrepreneurs in Semnan province is 21 people. There is no calculation and the counting method has been used to obtain comments and complete the research. The research method is baxsed on Dimtel and AHP hierarchical fuzzy. baxsed on the findings, 6 factors of production, demand, industries and clusters related to company strategy, structure and competition, support system of economic system, entrepreneurial culture and innovation have been identified. According to Demetel, the support structure of the economic system is the most influential and the factor of production, the factor of related industries and clusters, company strategy, structure and competition, the factor of demand and the culture of entrepreneurship and innovation are in the next degrees of influence.
