Abstarct: Newly established companies are growing rapidly today and owners have to make many important decisions. Owners need to hire a lot of employees to run their company. Finding the right group of professionals can make a big difference in the future of a company. Company should hire a team of specialists who can meet the needs of the accepted projects. Cluster hiring states that instead of forming a team for each task, a team that already exists is recruited that can cover everything. Objective: The ultimate goal of this study is to design and develop a model to implement and apply cluster hiring.. Research Methodology: This research has been done in the frxamework of a qualitative approach and with the method of multiple foundation data theory. The method of data collection was interviews with 15 experts in the field of human resources and recruitment in knowledge-baxsed companies and faculty members specializing in the field of human resources, which was done by theoretical sampling and snowball sampling. Data analysis was performed during four stages of inductive coding, conceptual refinement, pattern coding and theoretical enrichment, while three grounding processes including theoretical compliance, experimental validation and internal coherence evaluation were performed. Results: baxsed on theoretical foundations and interviews with experts, 8 categories were obtained, which formed a model for implementing cluster absorption. Conclusion: Presenting 20 strategies including managing cluster connection points, designing approval-feedback mechanism, managing cluster-organization synchronization, diversifying cluster composition, etc. in order to implement cluster absorption
