Abstarct: In recent years, organizations have faced various problems in different areas. The source of these problems and conflicts can cause irreparable damage to the organization. Managers of these organizations often do not correctly identify or mitigate these problems. These overlooked issues can have an individual, organizational, or managerial origin. However, it is sometimes noted that managers and experts in the organization They have the ability to identify these defects correctly, but with the wrong decisions that they make about these events and problems, they aggravate and critique the circumstances around them. Its meaning in the management literature is the term Zamblanti. This qualitative research was conducted with the aim of presenting a model for grassland management using the multi-laxyered Multi-Grade Theory system. To do this, in-depth and semi-structured interviews were conducted with 17 expert people, mostly managers and deputies of Tehran municipality. Initial themes were collected during the coding process and extracted from them. In the axial coding step we then grouped the categories and concepts into separate tables and then answered the basic question in the conceptual refinement stage and finally.
