HA255 : Economic Assessment of Wind Power Constructions within the Government Support Policies in Ilam Province

Abstarct: this paper deals with the economic evaluation of wind power plant construction within the frxamework of government support policies in Mehran city. In addition, the wind energy potential assessment in this region has been carried out using SATBA Wind Atlas that they collected from wind speed hourly data during the years 2005 to 2016. In this research, Vida Alpha software is used to measure the wind speed frequency distribution, select the type of turbine and determine the turbine capacity factor that can be installed in the area and “Comfar” software is used to evaluate financial and economic analysis of the project. The results of feasibility studies in terms of wind potential and wind speed indicate that Mehran is suitable for large wind turbines operation. The output of the Vida software is wind speed frequency then Software offers the WTG model; Vestas V100-1800, IEC Class 3 with a tower height of 80-100 meters, a blade length of 49 meters, a power capacity of 1.8MW with a capacity factor of 42% which is suitable for installation in above mentioned area. Also, the result of the “Camfar” software output is net present value (NPV) that with respect to the guaranteed purchase price of electricity and by default its 10% annual increase rate, is positive at a discount rate of 18% and shows an Internal Rate of Return (IRR) of 27.81%. This means that wind power generation is economically feasible and the initial capital of the power plant will be refundable within 6 years.
