Abstarct: The peresent study was don with purpose of desinging the model of developing super-sectorial participations in student sport. The Research Method of this study is qualitative study baxsed on grounded theory with approach systematic. The statistical population of this study consisted of officials, consultants and experts of the Ministry of Education and Health of the Ministry of Education, experienced teachers of physical education and all those who were interested in some form of student sport exercise. purposive samplig used baxsed on theoretical saturation and 14 semi-structured interviews were conducted. In order to analyzed the data, were used there-step coding, open, axial and selective Strauss and Corbin with using Maxqda software. Whit the help of software 172 concepts in open coding phase, 32 sub categories and finally, baxsed on secondary open codes were created 12 primary categories. The results of this study showed that in order to The results showed that in order to develop super-sectorial participations in student sport, these 12 factors should be taken into consideration as key components that the relationship between them is presented in the final research model. In this model, the development of cross-sectoral partnerships with sub-categories of employee engagement domains, target groups, and existing opportunities was selected as the core or pivotal category that was not a dependent variable under the influence of conditions such as upstream documents, executive conflicts. Strategic thinking, the multiplicity of decision-making institutions, distributive injustice, the functioning of governance institutions, content facilitators, media orientation, social and organizational factors are at stake.
