Abstarct: The aim of this study was to investigate designing and evaluation a human resources performance assessing system of the Ministry of Sports and Youth. The research method is a combination of exploratory and sequential explorations using the principle of the axiom design technique according to the design of a questionnaire. The statistical sample of this study was in the qualitative section of 20 human resources of the Ministry of Sport and Youth (managers, staff and experts) and statistical population in the quantitative section of 840 people, which was considered as the sample according to the Karjussa and Morgan tables. Data gathering tool is a researcher-made interview and questionnaire which is baxsed on human resource performance evaluation. In order to analyze the data, in the design field an axiomatic technique was used and the inferential statistics including structural equation model or multivariate analysis with the variables were used; Also apparent validity is determined according to the viewpoint of the professors and on the other hand, the principle of information determines validity of content and the principle of independence which is proportional to the structural validity. The reliability of the questionnaires has been calculated baxsed on Cronbach's alpha technique. The results of this research in the qualitative section identified three factors of staff selection, performance indicators of human resources and employee retention for the Ministry of Sports and Youth human resources performance assessment system. Also using the axiom-baxsed design technique, a questionnaire was devised for measuring the human resources performance assessing system of the Ministry of Sports and Youth. On the other hand, the results of this research in the quantitative section showed that there is a difference between the existing and desirable situation of all components of human resource performance assessment by the Ministry of Sports and Youth; therefore, the ministry should use a systematic system to evaluate its human resources performance.
