Abstarct: Abstract Off-grid electricity generation is a way to provide electricity in remote areas, where the use of renewable energy can lead to the progress and development of these areas. In this research, first, the suitable location for the construction of a hybrid power plant in the provinces of South Khorasan, Razavi Khorasan and North Khorasan in Iran using different indicators and options using the entropy weighting method and SAW decision making method, TOPSIS and Electra has been reviewed. After choosing the best place, optimization of hybrid systems consisting of fuel cell, wind turbine, electrolyzer and hydrogen storage has been done to supply the consumption load of a village. To validate the proposed system, it has been compared with the conventional hybrid system. The goal of the optimization is to reduce the cost and increase the reliability of the system. The results show that the highest weight of the indicators using the Shannon entropy method is related to the index of distance to the road and distance from the main electricity respectively. Then, among the options, Gezi Bojnoord gets the highest score with the Topsis and Electra methods. By choosing this place as the best place, the consumption load of this village is 11.27 kwh per day and the peak consumption load is 1.24 kw. Two different systems are used to supply the load, the first system including wind turbine, battery and inverter and the second system including wind turbine, fuel cell, electrolyzer and inverter. The investment cost of system one is much lower than system number two. Also, other costs such as investment cost and annual net cost are lower than system number two. Then the analysis of different sensitivities for investment costs was done, which will cause changes in the system investment cost results.
